  • Hearing for and motion to pass Ordinance 442, an ordinance to authorize the tax collector to distrain on rent due from a tenant to a landlord to collect delinquent real estate taxes on the subject property. The ordinance establishes the authority to pursue enforcement and provides for civil penalties.

  • Motion to transfer $2,313.35 from the GF MM Account to the WHEMS MM Account. This was the amount of WHEMS tax collected in March.

  • Motion to ratify a phone vote from March 21, 2024, during which, Chalfant Borough Council agreed to forfeit any claim to the Chalfant Volunteer Fire Department Pierce Engine. This was a necessary step for the merger with Wilkins #3. Chalfant Council agrees that any funds from the sale of 120 Engine would be more beneficial to the volunteer firefighters. 
  • Mr. Lilac and Ms. Hillen have been working to secure quotes for a new camera system for Chalfant Servicemen’s Memorial Park. The borough has received four proposals including AP Security and Video Surveillance’s proposal for VMS video management and 4 megapixel IP cameras at a cost of $8,950.00; AP Security and Video Surveillance’s proposal for an 8-channel standalone NVR with 4 TB hard drive, 22” monitor and mouse, at a cost of $6,550.00;  Brusco Systems LLC’s proposal for a camera system at a cost of $7,944.18; and Mongiovi & Son’s proposal for a CCTV system at a cost of $22,535.00. Chalfant Council will consider the above proposals and is expected to proceed with awarding the project. 

New Business

  • Chalfant Borough experienced a significant sewer line backup on Friday, April 5, 2024. Per Borough Engineer, Robert Zischkau, emergency repairs will be required for sewer line work in Chalfant Servicemen’s Memorial Park. More information, including expected costs, will be forthcoming. Residents should be advised that disruptions to the park are likely. 
  • Motion to sign the engagement letter from Mark Turnley, CPA, to conduct the 2023 municipal audit and financial report at a cost of $4,250.00. 
  • Motion to sign the Turtle Creek Valley Verizon Cable Franchise Renewal engagement letter from Cohen Law Group. The Cohen Law Group proposal includes a Verizon franchise fee audit and contract renewal negotiations. The cost of the proposal will depend on the number of participating municipalities but should not exceed $5,225.00.
  • Motion to reimburse Owen Lilac in the amount of $80.00 for a civic contribution to the WHHS Department of Performing Arts. Chalfant Council approved the purchase of a half-page ad in the musical program at last month’s meeting and Mr. Lilac covered the expense. 
  • Mr. Hoover attended the Allegheny League of Municipalities annual conference at Seven Springs from April 5th through April 7th.  Motion to pay ALOM’s invoice in the amount of $275.00 for Mr. Hoover’s conference registration. Conference registration was charged to the borough’s credit card and will appear on the April statement. 
  • Motion to pay ALOM’s invoice in the amount of $250.00 for Mr. Hoover’s meal plan, which was required for the conference. 
  • Motion to pay for Mr. Hoover’s hotel accommodations for the ALOM conference on April 5th and April 6th at a cost of $~183.00/night. Reservations were charged to the borough’s credit card but won’t appear until the May statement. The exact cost of the accommodations will be ratified if necessary when the May statement is received. 
  • Motion to accept Carol Ann Fennell’s resignation from Chalfant Borough Council, effective April 9, 2024.

TAX PAYMENT REMINDERS:

REMINDER TO CHALFANT PROPERTY TAXPAYERS:

Chalfant residents and property owners,

March is a busy tax month! You have all received your Allegheny County Real Estate tax which is due at Discount on March 31, 2024. You should have received your Chalfant Borough 2024 Real Estate tax bill which was mailed on March, 1, 2024. If you have not received your bill to date, please contact me. This pertains only to taxpayers who have no mortgage. And finally, all 3rd installments of the Woodland Hills School 2023 tax year are due no later than March 31, 2024. All payments must be postmarked no later than 3/31/2024. You may drop off your payment at the Borough Office at 144 Lynnwood Avenue, on or before 3/31/2024.

The Tax Collector (Carol Donahue) can be reached between 9-4 daily at 412-824-3283. If I am unavailable, please leave a message and it will be returned within 24 hours. Any messages left on the weekend will be returned on the following Monday.
All tax payments are accepted at the Borough Office at 144 Lynnwood Avenue, either by mail or dropped off. If you must pay in person, other than the scheduled office hours for Discount payments, please call or email me (cadon4946@hotmail.com) to make an appointment at the office. At no time will payments be received at my home.

The 2024 Chalfant Borough Taxes have been mailed. If you have not received your tax bill (this is for those who do not have a mortgage holder responsible for paying your tax) please contact me at 412-824-3283.

Residents are Advised to Check Tax Statement Address

Notice to all Homeowners in Chalfant Borough.

It has been brought to my attention, with the mailing of the 2023 Chalfant Borough Tax Statements, that there are many incorrect mailing addresses for these statements. We do our best to record new owners and addresses provided by Allegheny County, but even on their site information isn’t always correct.

With the high number of Mortgages being sold and people refinancing, the County and the Chalfant tax collector don’t always get the new information quickly enough. It is the responsibility of all homeowners to advise the County and the local tax collector of any changes in the mailing address of tax statements. If you or your mortgage company don’t receive a tax statement, that does not excuse you from paying. A lot of these mailings do not get returned to me because they are deliverable, but that person may not live there any longer or that mortgage company may no longer hold your mortgage.

Chalfant Borough Tax Statements are mailed on March 1st of the year, Allegheny County Tax Statements are mailed on March 1st of the year and the Woodland Hills School District Tax Statements are mailed on July 1st of the year.

If you do not receive these, it is the Homeowner’s responsibility to advise the taxing agencies immediately. In doing so, the homeowner avoids the unpaid tax being turned over to Jordan Tax Services as a delinquent account.

Always remember to report the following: New Mortgage Company and mailing address(due to refinancing or mortgage being sold to another mortgage holder) Tax Statements to be mailed to a different branch or locations of the mortgage holder. The payoff of the mortgage, need to advise of new mailing address of Tax Statements. Homeowners renting a property, need to advise of your (property owner) new mailing address for Tax Statements.

In reporting all these things to the taxing agency, it can help keep you, the homeowner, receiving your tax statements and therefore not having your account go delinquent.
